Looking ahead to debt reduction, what policy changes are commonly suggested?

Increasing spending to spur growth.

Holding spending constant and cutting taxes.

Reducing spending and/or increasing taxes.

The main idea is that debt reduction comes from shrinking the gap between what the government spends and what it collects in revenue. To reduce deficits and slow the growth of the debt, policymakers typically pursue spending restraint and/or higher taxes. Reducing spending lowers the annual deficit directly, while raising taxes increases revenue, also lowering the deficit. Often, a combination of both is used because it spreads the political and economic costs and can provide a credible path to balance over time.

Policies that spend more to spur growth tend to keep or widen deficits in the near term, since higher outlays aren’t offset unless growth is exceptionally strong and sustained. Holding spending constant and cutting taxes reduces revenue, which enlarges the deficit. Ending all government programs isn’t a realistic or practical approach and would disrupt essential services, making it an impractical route to debt reduction.

Ending all government programs.
